Cleveland Heights City Council members are back in session after their July recess, facing a series of developments at City Hall. Mayor Kahlil Seren announced the resignation of Parks and Recreation Director Kelly Ledbetter, along with the withdrawal of his top pick for city finance director. Additionally, the city administration decided not to renew the contract with Guidehouse, consultants hired to assist in allocating American Rescue Plan Act (ARPA) funds.
Some council members had expressed concerns about Guidehouse’s transparency and cooperation, leading to the decision not to extend their contract. The city has now hired an Akron-based law firm to oversee ARPA spending and compliance with federal regulations. Plans for allocating ARPA funds include improvements to Cain Park and the Cleveland Heights Community Center, with projects such as seating replacement, roof repairs, and office upgrades in progress.
Despite these changes, the city is committed to completing the contracting process for ARPA funds by the end of the year. Council members will meet to review recommendations from the Charter Review Commission for possible placement on the November ballot. In the meantime, interim directors will oversee the Parks and Recreation department and the finance department, following recent leadership changes.
Ledbetter’s departure comes after overseeing renovations at the Cleveland Heights Community Center and Cumberland Park pool. Meanwhile, the finance department continues to search for a permanent director after the withdrawal of Seren’s pick. The city remains focused on efficiently allocating ARPA funds and addressing key projects to benefit the community.
