Ohio bill aims to defund libraries over content deemed ‘harmful’


Ohio Republican lawmaker Rep. Al Cutrona has introduced a bill, House Bill 622, that threatens to defund public libraries in Ohio if they do not remove or hide materials considered “harmful to juveniles.” This bill has sparked concern among library advocates and users, including Columbus mom Michelle Francis, who works at the Ohio Library Council. Francis worries about the financial impact on libraries that are already facing funding challenges.

The bill defines “harmful to juveniles” broadly, encompassing material depicting nudity, sexual conduct, or obscene behavior. Cutrona argues that the bill is aimed at protecting children and ensuring a safe environment in libraries. However, critics fear that the bill could be used to target LGBTQ+ content and other topics beyond explicit material.

The proposed legislation would require public libraries to adopt policies restricting certain materials and potentially hide books deemed inappropriate. Concerned individuals could file complaints with the State Library of Ohio board to determine the appropriateness of specific materials. Libraries could also choose to restrict access to certain materials based on parental consent.

Opponents of the bill, like Francis, argue that it could have a chilling effect on library services and limit access to diverse materials. The bill comes on the heels of another proposed legislation, H.B. 556, which would impose felony charges on teachers and school librarians for distributing obscene material. Both bills have raised alarm among civil rights advocates and library supporters, who view them as threats to intellectual freedom. Despite concerns, Cutrona claims to have support from representatives and senators to advance the bill quickly. This legislative push highlights the ongoing debate over censorship and access to information in public spaces like libraries.
